I know Java will install Chrome by default unless the user unchecks that option during setup. The problem was that a student happened to find a freeware download site that wasn't blocked by our web filter and happened to download chrome. Other students downloaded Firefox. Now they've found the loophole site which we could block but it has opened our eyes to the possibility of future downloads, and we want to nip it in the bud.

Why not have make the students limited users. The only way you are going to prevent things like that from running is to stop all program execution except for the file s you allow. This is a cumbersome tedious way to do it and only really works when you whitelist files that reside on the machine in locations that the users can't modify - so no local admin rights for users, please.

Google chrome installs to HKCU by default, so if they can run programs they can "install" chrome. You can also have lots of things run from a "live disk" - no install needed. Programs setup that way typically were intended to run off a USB drive, but they can just as easily be put somewhere on the user desktop and run from there. Again, if they can run programs, they can run an alternate browser. Stopping it from "installing" on the machine isn't the only issue.
